Critically examine the procedures through which the Presidents of India and France are elected. [UPSC-2022]

Introduction:

The President is the Head of the State in countries with a Parliamentary system, and also the Head of the Government in Presidential system. The President is the highest position in the order of precedence and is the Supreme Commander of the country’s armed forces.


Main body:

French President

The minimum age of a candidate to contest elections is 35 years.

The minimum age of a candidate to contest elections is 23 years.

Indirectly elected by an electoral college consisting of elected members of both Houses of Parliament, the elected members of the Legislative Assemblies of the States including NCT of Delhi and Union Territory of Puducherry.

Directly elected by the citizens of France.

The candidate must be backed by at least 50 electors as proposers and 50 electors as seconders.

The candidate must be backed by at least 500 elected representatives.

A candidate can contest elections any number of times.

A candidate can be elected not more than twice.

The election is held through the system of proportional representation by means of the single transferable vote (STV) method.

The election is held in two rounds. If no candidate obtains an absolute majority of votes in the first round, a second round is held between the two candidates who received the highest number of votes in the first round. The candidate who receives the highest number of votes in the second round is declared the President.

The Members of Parliament elect the President.

Members of Parliament are elected after the Presidential election and the Prime Minister is appointed by the President.

A nominal executive and takes no part in Parliamentary proceedings.

Chairs the meetings of Cabinet.

 

Conclusion:

The President of India does not hold any real power due to being indirectly elected, in contrast to the President of France who is a ‘popular’ person in French political realm. Also the system of elections in France is lucid for the common public,  which is not the case in India.
