What are the major challenges of Public Distribution System (PDS) in India? How can it be made effective and transparent? [UPSC-2022]

Introduction:

Public Distribution System (PDS) Under the Ministry of Consumer Affairs aims for the distribution of food grain and non-food grain items among the poor citizens of India at affordable prices through the Food Corporation of India (FCI).

 

Main body:

Challenges:

  • Inaccuracies in removal and inclusion of households from beneficiary list. 
  • Selling of food grains in black market by ‘ghosts’, food price shop owners, FCI workers and beneficiaries. 
  • Shortage of storage capacity.
  • Increasing procurement questions the sustainability
  • High cost of obtaining and shipping food grains

Lack of diversification of crops and poor soil health due to MSP.

Solutions:

  • Aadhaar linking of beneficiaries.
  • Digitisation of ration cards, Web-based PDS portal, use of GPS tracking of delivery, and the use of SMS based monitoring by citizens like in Chhattisgarh and Madhya Pradesh
  • Improving storage capacities 
  • Regular revision of list
  • Increasing profit margin of shop-keepers 
  • Inclusion of other crops.
  • Direct Benefit Transferred (DBT) to prevent ghost purchasing and black marketing.

 

Conclusion:

PDS in its current form is not suitable for developmental needs of India’s population. Moreover, the fact that even after 75 years of independence, the number of BPL holders is increasing when it should have decreased raises questions on the objective of the system. Such a large scale system should be gradually replaced with betterment of resources and basic facilities such as education and employment opportunities to achieve the true purpose of a welfare state.
