Discuss the role of the Vice-President of India as the Chairman of the Rajya Sabha. [UPSC-2022]

Introduction:

The Vice President of India (Article 63) is a deputy to the head of the state or the President and ranks second in the order of precedence. S/he is part of the Executive and also a Member of Parliament as the ex-officio chairperson of the Rajya Sabha.


Main body: 

Role of the Vice-President of India as the Chairman of the Rajya Sabha:

  • Presiding Officer and spokesperson of the Upper House 
  • Intermediary between the President and the Rajya Sabha
  • Vice President gives a casting vote in case of equality of votes on any matter.
  • empowered to adjourn the House or to suspend its sitting in the absence of quorum
  • determines the question of disqualification of a member of the Rajya Sabha on ground of defection under the Tenth Schedule to the Constitution
  • he may call a sitting of the House before the date to which it has been adjourned, or at any time after the House has been adjourned sine die, but not prorogued by the President
  • appoints Chairmen of Parliamentary Committees which work under his guidance. 
  • nominates members to various Standing Committees and the Department-related Parliamentary Committees. 
  • Chairman of the Business Advisory Committee, the Rules Committee and the General Purposes Committee. 
  • Maintenance of order in the House 
  • When a Bill is passed by both Houses and is in possession of the Rajya Sabha, the Chairman authenticates the Bill with his signature before presenting it to the President for assent.


Conclusion:

The Office of the Vice-President is a fusion of roles and has no exact parallel in the parliamentary systems  of other democratic constitutions of the world.
